شناسایی و تحلیل موانع توسعه انرژی‌های تجدیدپذیر در ایران

چکیده
در سال‌های اخیر توسعه ظرفیت‌های انرژی‌های تجدیدپذیر به دلیل امکان تأمین پاک و بدون وقفه انرژی به طور روزافزون موردتوجه قرار گرفته است. علی‌رغم ظرفیت بالقوه‌ای که انرژی‌های تجدیدپذیر به وجود می‌آورند استفاده از آن در ایران و برخی کشورها پیشرفت چندانی نداشته است. پژوهش حاضر به‌منظور شناسایی و تحلیل موانع گسترش انرژی‌های تجدیدپذیر در ایران با استفاده از رویکرد کیفی تحلیل مضمون و روش دلفی در دو مرحله پرداخته است. داده‌ها از طریق مصاحبه‌های عمیق نیمه‌ساختاریافته با ۱۷ نفر از خبرگان حوزه انرژی‌های تجدیدپذیر ایران جمع‌آوری شد. معیار انتخاب افراد در این پژوهش تجربه و تخصص در حوزه موردمطالعه بوده است. در این پژوهش با شکل‌گیری 4 مضمون اصلی، 10 مضمون فرعی و 23 مفهوم موانع توسعه انرژی‌های تجدیدپذیر در ایران شناسایی شد. یافته‌های پژوهش حاضر چهار بعد مهم فناوری و زیرساخت، سیاستی و مقرراتی، فضای کلان اقتصادی و مالی و ابعاد اجتماعی و فرهنگی را به عنوان موانع اصلی توسعه انرژی‌های تجدیدپذیر در ایران شناسایی کرده است. مهم‌ترین مؤلفه‌های بعد فناوری و زیرساخت، شامل محدودیت‌های فناورانه و زیرساخت‌ها و نهادها است. در بعد سیاستی و مقرراتی مؤلفه‌های حمایت‌های دولتی و سیاستی و همچنین قوانین و مقررات شناسایی شده است. بعد فضای کلان اقتصادی و مالی شامل مؤلفه‌های تحریم‌های بین‌المللی، محدودیت‌های مالی، تورم و نبود ثبات قیمت و یارانه و قیمت‌گذاری است. در ابعاد اجتماعی و فرهنگی مؤلفه‌های پذیرش عمومی و مؤلفه‌های فرهنگی شناسایی شده است.
